US Executive Order Sets Quantum Benchmarking and Partnership Tasks

Executive Order 14413, signed June 22, directs federal agencies to develop technical specifications and explore partnerships for demanding quantum-computing applications, including through the QC-ADDS initiative. Explicit requirements and benchmarking could make proposed government uses of quantum computing easier to test against their intended goals.

The order assigns a 90-day task for technical specifications and 180-day work on partnership and benchmarking approaches.

Those deadlines direct agency work. They do not establish awarded contracts, selected vendors or demonstrated quantum advantage, and implementation remains subject to law and appropriations. Published specifications, procurement notices and independently assessable performance requirements will provide evidence of how agencies put that direction into practice.
